Yes. They fail. Another group of investors buy the assets from the failed business. The new company formulates a better business proposition and better value. They hire the previous employees (usually filtering out the bad ones) and the cycle continues. Alternately, there is too much supply in the market and not enough room for another airline, and lack of profits naturally prevents the rebirth of the airline.
